The attribution to William Roy is made on stylistic grounds. The troop encampments on the Isle of Wight, which gathered in mid-April 1758, were preliminary to the coastal raids on France which began with the expedition to St Malo in June, in which Roy took part.

The plan shows several possible positions for the encamped regiments, as well as the final position. The confident brushwork which is used to represent relief, and the general style of cartography, was gained from experience on the Military Survey of Scotland (1747-55). The face of the map is covered with pencil-squared copying lines and with a melee of other construction lines; a series of pricked lines running along the main roads of Newport suggest a measured road traverse.
